She doesn't own the property, under what authority does she have to issue leases?

I'm looking to purchase my first official investment property, but I'm running into steep competition against cash buyers. 

I've been seeing: AS-IS contract, Sub to addendum, Authorization of release, power of attorney.

I look around online and was not able to find a clear way on how to get the address added as an official United States Postal Service address.

So my question is, where can I find analysis tools or spreadsheets that I can use to work out the numbers and put together a formal/semi-official/convincing package to present to the prospective investors?  

Then like all regions, there's always the source of damage from internal water supply (burst pipes, etc).Getting back to the carpet tiles, its official.
