I would advise as many do that your worst tenants will also do something wrong in the application  process to exclude themselves (e.g. incomplete application) so you should not be afraid of rejecting applicants.

I don't know if it's a good strategy, but I will tell you that I have bought properties that a seller rejected my best offer and later came back to me, hat in hand, asking to sell me the property for that amount.
