I would definitely include pool service on any rental with a pool.Even for low class A and definitely for below class A, I do not see the scenario where the increased rent from a pool could justify the maintenance/cap ex.  

This is a emotionally driven market.

Here’s how I look at it: if you’re in a market that needs a rule like this, personal feelings about government overreach aside, that to me just means it’s a good market to be in because it means there is strong rent growth driven by high demand. 

But if you are driven to succeed and are willing to put in a lot of time and work into learning and doing this stuff then there's zero reason you can't be successful.  

But if you are self-driven or can't do the daytime hours, another option may serve you better - the CEO was a top KW agent, so many best practices he brought with. 

Maintenance fees are usually driven by the age of the property and to a lesser extent, the cost of labor in your area.
