Our strategy is to find a property to buy, rehab and hold as a short-term rental on Airbnb that we can use when we visit the area. 

So, I'm looking to visit Puerto Rico sometime this fall.

In couple of two weeks visits, I rehabbed it with the craigslist “proffies” for like 15K, which was not bad at the time.In retrospective, there were two things, which significantly reduced cash flow:the location- as excited first time “investor” I did not pay attention to numerous sump pumps (the house actually sinks in the swamp- not unusual in New England)the property manager- I had one great guy for the first four years (also found in craig).

@Jesus Moreno I found the New Mexico Regulation and Licensing Department web site.

That observation 'might' prompt them to come take a look, doubtful, but they might visit the property, especially if they know no one has been using water/sewer at the property (they don't know, they just see usage).
