Emotional Support Animals are covered by Fair Housing, which has to do with a permanent residence like a long-term rental.

At this point, I think some things are permanent. 

Sometime within the next year I'll have to do a new, more permanent, cash-out refi, but when that time comes I'll have a history of paying tenants and good seasoning.

If someone already has a manufactured home and has gone to the trouble of setting it up on a permanent foundation in a community or a parcel of land, I doubt they are going to resell it.
