Just promise to take money from those that have it and give it to the 60%.

Talk to a few real estate agents in their home town and see if they are known.Run their name and the name of their business through google and see what you get.Ask them to give you some references (not that those can't be faked)

I have found what looks like a promising deal.

Many tenants will make wild claims regarding what the landlord promised them, but that will be meaningless to you unless it is in their file in writing.In my experience the better the deal looked from a financial point of view the worse the tenants looked.Best of luck!
