You may find that you have a unit occupied for 2 years or more, but you may also find that by the time you get it ready to rent and find a suitable tenant, it is several months, so that number seems to fit.

PA doesn't have many specific landlord laws, but definitely ave a look at http://www.nolo.com/legal-encyclopedia/overview-landlord-tenant-laws-pennsylvania.htmlPhilly does have some additional ones including a business activity license (they want you to pay taxes), rental suitability certificate (which certifies you have smoke alarms and in theory they can inspect, but never do).

I did not find great options in the Atlanta area for a duplex/triplex, but my wife and I were able to find a house with a suitable basement space and are in the process of building out the rental apartment.I can refer you to the agent who helped me find the property if that would be helpful.
