Can somebody please let me know how to find up-and-coming/newly renovated neighborhoods throughout the country?

I believe when they first launched they were sold together, but now you can buy them separately.

What do you do to ensure that the tenant is responsible for security deposit disputes since that is the largest reason for owner lawsuitsHow familiar are you with the newly changed laws that can affect you the owner if they are not used correctly?

There is also a South Coast REIA newly formed.  

Its a newly constructed 4-plex selling for $460k my estimated mortgage will be $2700/month .

If you're newly self employed, you need to find one that doesn't require income verification.  

And, since there is rarely a check-box for "newly rehabbed", my searches end up with low ARV that really represents many old (not updated) properties.

Stay away from properties where it is newly filled up as you do not know how those tenants will perform over the long run yet.
