I would double check your lease and base your actions on that.  

This only becomes a problem if I try to double up on tax benefits, which I will not.

The tax rate in PG County is 1.3%.Rent Growth is the highest in DC with an average doubling in 10 years jn the gentifying neighborhoods.Rent Growth in Montgomery County comes up 2nd for the area.

The one issue is many wholesalers are not licensed and simply assign their contracts to a buyer, after charging insane assignment fees.There are a few companies out here that only work with properties they have purchased under contract and double close when a buyer is successfully found.

However since I already have some rentals I would flip some properties and double it in a year.  

But to double check you can call the SBA and follow CJ M's suggestion and notate the person you spoke with the answer they gave you. 

I don't want to shoot for $100 per unit because that essentially doubles the amount of units I need to acquire.

Until you can double your budget, you're better off staying in Columbus or nearby - at least you'll know the neighborhoods there.
