The area is very block by block but I can tell you that south Newark in general (think Clinton Hill, Springfield Ave, Weequahic, etc.) hasn't experienced quite the amount of development as some of the other areas in Newark.

I remember when I first moved there I didn't have a parking spot and I would usually walk 7 blocks away simply because there was no spot for me to park.I thought it was merely a cash grab for the cities, and an attempt to regulate properties that fall in disrepair, since a lot of the cities have inspections of the rentals too.Or in my case, it says right on the form, that its for municipal tax purposes.One of the really nice neighborhoods in Salt Lake City has a house that they rent to six different people and all the cars there is a sight to behold, I personally wouldn't want that in my neighborhood either.

Assuming the blocked dates are bookings, you are looking at about 70% full for the cheapest place to about 40% for the most expensive.I think your numbers are a bit on the positive side.

Within 2 blocks of our condo 2 storage unit building a have been constructed just to deal with the demand for storage ( both completely rented out and neither have a unit the size of ours which is inside our building).

I'm also confused on the "brick foundation" concept as mobile homes (even those surrendered as real property) are still installed like mobile homes on concrete blocks and not stacks of bricks.To make this deal work you need to look at the total real property income (in this case the four homes as rentals) and not put any additional value in the potential of the four additional homes as I'm sure the city will probably not let you add them unless they are in the original lot count for the park (as evidenced by the Certificate of Zoning).
