Thanks @Sandra LeiMost flood zones are political.For example we are policies for properties that are ocean facing and on islands all along the east coast that are considered low risk.

I want to house hack my first (investment) property, but i found out that most of the 2-4 units  multifamilies a) need big renovations b) are in not the good neighborhoods c) dont need renovations, are in Okay areas but are too expensive. so i was doing some research and found out that it is possible to withdraw my 401k in order to have a larger downpayment (FHA) to purchase a good multifamily that doesnt need renovations.
