She sounds like a great tenant & with her qualifications certainly appears to be capable of managing the rehab.

The contract specifically says that the transaction is contingent upon buyer's qualification for the loan.

I much prefer to do my qualifications in person rather than over the phone.  

The good:Clean cut, well spoken, has 2 verified sources of income (one is a transportation business he owns) and meets our income qualifications, good payment history for the past 2 years according to credit report, good communication with me, jumped through all of my hoops.The bad:While the past 2 years are "clean"....Chapter 7 Bankruptcy in 2013, Eviction (says he co-signed with a girlfriend), 2 divorces (which led to bankruptcy) and a "failure to operate vehicle with license" on criminal report. 

If someone wants to sue me for conducting my stated practices on my General Rental Qualifications sheet, let 'em.  

You could make your qualifications harder for applicants and hopefully a more qualified tenant will be a little more responsible with the carpet and their animal. 

And this election is only benefitial after you have already qualifed as RE professional and you have losses from rentals.

Of course, that assumes everything else that you screen for checks outs (background checks, reference checks, prior landlords, employment, income qualifications, etc etc etc.
