You may also want to consider refining your verification process.

If you can't do a credit check on them, then you may want to consider a co-signer for them.Showings: I hope that you're hosting Saturday open houses, versus one-off showings.Landlord references: You may also want to contact their past landlords for verification that they paid on-time every time.

The biggest problem is that now the eviction judge is awaiting evidence of clear and marketable title from the tax commissioner's office, which will be their sole source of verification in lifting the stay unless you continue to be proactive in resolving this situation yourself. 

Lots of good advice here....there are some great online resources for tenant screening, syndicated marketing, applications, rent payments etc... make sure of a couple of things....your application needs to give you authorization to conduct the screening, and also use Verification of Rents (VOR) forms, and verify income with check stubs, w2 or VOE forms.

In these situations, I would confirm with your lender what LTV they can lend up to, to ensure that your $60k of reserves is enough for the down payment and closing costs.
