What I look for is whether there is separation between the walls and floor, cracking in the floor showing signs of movement underneath the basement slab, or shifting in the block walls showing that the foundation might be settling. 

Honestly a verbal bid is a waste of time, most investors are not contractors and need detail in order to obtain apples to apples comparative bids.
