Rural might be low hanging fruit for regulation avoidance, but the urban areas have a need and I believe a demand - we just need creative minds to work through the regulation fog until we make it to the other side :) It sounds like you have some great background and perspective and I very much look forward to learning more from you!

You can't make anything more of it than it is.In your bundle of sticks, you have different types of conveyances, an easement is not a lease and does not carry the same rights as a lease, with quiet enjoyment or being entitled to the fruits of the land, so your comparison is also flawed.
