Why is US Bank the executor in this probate case?

I'm working through a list of probate leads in my local paper. I came across one once again where the president at a bank is listed as the PR for the case. What is this type of situation and who should I send my probate letter to? In the past I've sent it along to the bank employee, whom I'm sure disregards this letter if they even see it. Is this a situation where the bank simply gets to decide what to do with the case because there are no heirs and money is owed?
