Whenever we have reported an issue to the property management company that he used, he would cut them out of the conversation, and insist on using his own handyman, etc...It appears the owner is not doing you or himself any good allowing his property to potentially go to ruin.

While it matters what the divorce decree says, unless someone is taking the ex to court with the filing of suit to compel the ex to cooperate, not much anyone can do if he won't cooperate.
