Try to figure out what it would cost you to do the job yourself, if you purchased all the materials needed, maybe hired one or two skilled labors, how long it would take you and add 10-20% markup.

As a Realtor I have helped people rent out  homes, I always have people with section 8 vouchers call.. there's no shortage for sure.

If they are unable to compete with the rest of the market's prices that shows a lack of experience or skill.
