Really, anyone who would accept a rental based on viewing one that is occupied, is probably a risk, because they're desperate.  

I see my mistakes are being desperate to rent I rented to almost the first person that came along.  1st person started dealing drugs and brought in pit bulls that ate the baseboards and cabinets. 

There are a lot of summer interns desperate for short term housing over the summer.

They're always desperate for new landlords, so I'd expect them to be happy to meet you and explain the max you could charge.

Why bother even considering screening unless they are your last hope of finding a tenant.Unless I was very desperate to find tenants they would be delegated to the bottom of my list of qualified applicants based on risk.

As if the real problem is that the city is in desperate need to have tenants complain about housing in disrepair.
