I think the type of transactions you listed, "...owner financing, wrap arounds, lease options, take over debt subject-to's..." are all 1) not typical transactions 2) create risk for the attorney (regulatory compliance risk), 3) may not be part of their closing practice, and 4) (not sure about this) may not be covered by Lawyers Professional Liability policy.

Went down the city hall and spoke to lot of people, multiple email etc. finally they waived the late fee on the fine (around 300$), and declined to do any other concession, my agent told me they use to waive it all off for new home owner as long as they can bring the property in compliance within a certain timeframe (usually 60 days) but not any more, I would guess it's very local and depends on the will of city administration.

I am not sure if they can come up with 10% down pay right a way especially they may need reserve money to install fire alarm equipment and fixture in the property for patients safety and code compliance instead.

READ AND UNDERSTAND THE TERMS OF YOUR MANAGEMENT AGREEMENT.I'd think that if they change the terms of a contract unilaterally, it would be at your option to accept the change or end the contract (if you do get some sort of stipulation from the mgmt company).I understand why they are raising rates since each new rule means more compliance paperwork and structure to make sure you're meeting timelines.

While a small house may have a corresponding shallow well and small drain field because that is all that was required at the time, my experience is that most older homes were built by men who foresaw the potential for additions to the living space and dug the well and installed the drain fields with an eye toward future expansion.To be safe, a trip to the Building Inspector's Office and County Health Department (to test well quality and review any history of non-compliance) will be a minimal time investment to help you determine your rehab costs.P.S. - Maryland now has a BAT septic requirement that you can read about here - http://mde.maryland.gov/programs/water/bayrestorationfund/onsitedisposalsystems/pages/water/cbwrf/index.aspx If you have to install a new system or expand the old, it will have to be brought up to code and that is a significant expense.

However if you add a shower, sinks or kitchen it would be wise to pull the permits for it as you won't be in compliance when you go to sell it.
