Sounds just like how the Housing Authority reports rent payments made on behalf of the tenants. 

Both purchasing and refinancing can trigger the taxing authority to reassess the property. 

They likely have insight into the appraisal office and how things affect the values.Since taxing authorities and process vary by area you might want to start there.

@Tecora White In most states being a PM requires a real estate license...if they are not fulfilling their fiduciary and professional duty, have a candid conversation about filing a complaint with the regulatory authority...typically the state.

We are trying to put an offer in on a duplex and in the wording on the contract it says, "the selling firm is authorized to accept partial or complete payment if selling firm's fee from the seller of listing firm."

If this is her 100-unit building or she is not changing a fee she is golden...if not, she's exposed to some pretty bad outcomes if the regulatory authority catches wind she is managing without a license.If she manages your property for free, you're cool....if money changes hands, it's illegal.

Your state could have a statewide eviction moratorium or congress could pass a bill with another moratorium or the CDC could extend the current moratorium-- I'm guessing they'll do something for a few more months but you might get lucky and have a window...
