This sounds like a very intricate, multi-layered deal.  

While this is only for owner occupants the borrower can get gift funds from a parent (must have 3% of their own funds).   

The more you treat it like investment the more likely you are to cross any bar that a field agent may raise against you.In many cases, we'll see discounted rents being handled by the owner charging market rent with a full arms length lease but then gifting back money to the renter under the federal gift limits.

I would recommend taking the money as a gift and offering them a % of the rents as part of their injection of money.
