There are other Supreme Court cases that strike down cohabitation restrictions, and it doesn't matter if they are "still on the books", those laws are VOID without further action.Family courts can set reasonable restrictions on an individual basis "in the best interest of the child" (that's the standard in Texas).

After the closing of this home which was inspected and punched out fully, my understanding is - the tenant went through a sickness or death of a child and got divorced and took it all out on the property (as you can see.)

Yes, you can be sued by past tenants that were lead poisoned before you even owned the place. finedState law also says you cannot rent to a family with a child under 6 years old unless you have a Lead Certification on file with the State.

Also, I don't know about California, but in the state of Georgia we have a state funded HOPE Scholarship where your child will get 75-80% tuition waived to any Georgia state school if they maintain a 3.0 GPA in high school, regardless of how much income your household makes.
