You can look at a graph on [REMOVED] that compares the Case Shilller home price index for Dallas compared to LA and the total US and it sure looks like a safe market.

Its a bureaucratic safety net that will give a newbie a really good blue print on dealing with contractors, making a rehab plan, and keeping contractors to a schedule/budget/milestone list.
