I am leaning to saying no but I may ask for additional deposit PLUS additional rent.

A lot of AG's and legislatures that are left leaning and almost communist leaning would get involved.

We just started using Baselane, and perhaps we could lean on that more to be able to track the expenses, categorize them per property/per tenant/mark as 'tenant expense'/mark as 'tenant reimbursed' or 'tenant unreimbursed', and then create a security deposit balance report, that would pull everything together.I'm just looking for advice from someone that has already figured out a simple and standard way to handle this.

I have used both and they're pretty comparable, although I lean towards Avail.  

I would make sure you really lean into a theme if you're going to do it, because that is what is going to attract guests.

Irvington is also Essex county which leans hard to tenants rights.

We are still running into appraisers leaning on the lower end of comps in many markets.
