What I mean by that is for instance in a place like Newport Beach California where houses cost millions to buy there may be apartments available for 2000 a month, which is way less than the per square foot of a purchase.

I agree but it is (although waterfront) about a 10+ min walk to the beach and all of the competition has it included unfortunately.

I think the resorts clean their own beaches so hopefully the local government cleans the rest (the Riviera Maya has the same issue and they haven't always done it properly).
