The property is a B- area with only mild appreciation historically but it's near a metro hub so finding renters won't be difficult. 

Would this be considered a B neighborhood?

If I had to grade Park City I would call it a B-, Derby a B+.

If it's a B class property laminate counters are appropriate, stone and hardwood will maybe help at time of sale but you will not recoup your expense if you over develop the property.

I'm trying to see what kind of returns I could expect after getting a great deal in an A/B neighborhood.

I am looking at a property (triplex) in a B- neighborhood with very good schools around and very low crime. 

I'm not an MFR guy (as there just isn't as solid a B/B+ market for those in Birmingham) but I'd still wonder why they both warrant 12.5%, unless this is based on historical figures from the current owner.
