I don't know.I think many U.S investors are comfortable investing in their own back yard.Investing in another country there is so many unknowns and increased risk.There should be thousands of local investors in Russia and Turkey.I would think the local route would be better.The local investors would understand the risk and dynamics of their country.If local investors are not wanting to fund it that should speak volumes about potential issues or to low of a return for the project.
