Most HML's will give you a POF letter after you met/talked with them if they believe you can & will follow through & perform.  

I tend to avoid HOA rental properties altogether because of the convoluted nature of predicting the HOA's behavior and being able to perform due diligence to do so.

In October I bought a townhouse the next town over with a similar demographic and its performing well so far.

We've been in NPLs, but transitioning into Performing and RPLs for scale.

Any lender can easily write you a POF or PAL, but you need to make sure they'll actually perform.

Some property sellers will provide a rental history (which may or may not have any detail), some will not.Past performance is not an indication of future returns - for better or worse!  

Best case scenario, is to be able to get the report from the lead paint inspector who performed the inspections/re-inspections.
