It is along a dirt road about 1.7 miles from a paved road and power lines.Is it plausible to have a road paved, power, utilities, sewer etc, brought through to the property so that houses can be placed there?

A home 30 miles from Gatlinburg might rent for 200 nights.I look at a simple factor when I am analyzing an investment property:  That is the ratio between expected annual rents and the purchase price of the home, PLUS whatever I would need to spend on it to get it ready to rent.So...I just bought my mom a house for $270,000, and the annual rents are projected to be $40,000.So I take $40K and divide it into 270K.
