I agree with Richard F,  While expensive focusing on drainage "outside" the basement is the only true fix, and while it may seem expensive, it's important to consider the cost of secondary damage to your home if the form of mold, mildew, rot, etc.

@Denise Evans, The original owner of the property is deceased so the current owner(seller) is not in a rush to get the quiet title because he has tenants in the property and is cashflow positive.
