Sounds like the area is rent growth and an appreciation type play.The seller is likely looking for a buyer willing to gamble or a foreign investor that doesn't mind hardly any cash flow just to get funds into the states here.

One of the communities I managed was 80% absentee owners from the UK, and with the associated currency value drop, I'm sure they are very concerned right now.Locally we really don't expect to see much influence, unless that specific condo is heavily involved with UK tenants, at which point it might be wise to advertise to other renters.You have some historical numbers, so continue to review the current performance against the past.
