They should know your full financial situation and be able to advise if now is a good time for you to do a Roth conversion, keep in mind its possible to do a partial conversion (meaning only some of the Traditional IRA instead of the entire IRA is moved to the Roth) In regard to the salary limit, you are not able to contribute directly to a Roth over a certain salary (amount changes depending on if you married or not), but you are still able to do Roth conversions.
