I had a light bulb moment a few months ago while I was listening to a podcast show talking about when in a crazy real estate market ( the reference here is Boston, MA), what you should do to stay rational and to take advantage of the situation.

I talk about this a lot as well and have been house hacking in Boston since 2018.

My point is, people have to live, some people stay in "warzones" because it close to their job and they don't have transportation or family is close or its the only place they know or maybe they don't think it's a "warzone", it just home etc.

First reading your question I thought tenant was going to say she's building a greenhouse or some insulated contraption for a school...no.Bottles with sugar syrup attract ants and bugs.As I read your response maybe she has an emotional hoarder problem or no vehicle to transport the bottles.
