You might try your local work force corner where labor guys hang out to get odd jobs at 10 to 15 bucks an hour, any handyman guy can do this (that's not an endorsement, just a general observation).

the truth is it's probably not worth suing the tenant bc she prob doesn't have much to go after anyways..she could also decide to countersue saying the things she has already mentioned (even if it's ridiculously incorrect)..the fact is she may (read probably) qualify for free legal aid, while you're gonna have to shell out 200 bucks an hour for an attorney...is it worth it??
