I wonder what kind of management you could hire to simply come by and check on the land, clean up garbage, etc so that you can rent out land remotely.

I still have to clean a little- namely moving fridges and stoves to clean under and behind them- but the amount I have to do has greatly decreased with this approach.That being said, the vast majority of the nasty clean ups we've had to do came from inherited tenants who all claimed the unit was nasty when they moved in.

@Jessie Nunley  Flooding of this nature is contaminated water,, it has more potential for health hazards and of course who know what's involved or how bad each situation is but the clean up efforts are going to be huge and each has it's own measure of how to deal with individual cases, broad spectrum is this is going to be worse than Katrina for housing losses

It is perfectly reasonable to require handlers to clean up after their animals that urinate or defecate in the common areas, and to require that no offensive odors emanate from their residence.
