Are there other creative ways of encouraging an owner financed occupant to pursue a refinance? 

I also encourage you to also attend the two REIA groups as well,as the various meetups in the area to meet and network with like minded investors.

For many years I have encouraged everyone to lean how to do research at the county recorder by using their grantor/grantee system, as a way to become familiar and proficient with chain of title.Over the years I've come to make use of free customer services provided by my title company due to an ongoing business relationship. 

I don't know how far along you are but I would encourage you to find a (good deal)  and jump in with both feet.
