Here's the likely situation: My Contribution: Find the Deal/Property, Run the Numbers, Present to Investors, Oversee and manage my existing & reliable contractor, master electrician, plumber, lender etc. to perform the work and rehabs, and refinance. 

I'm hoping to get some bids from reliable contractors in the Chicagoland area as well as a quality property management company to manage the property once it is completed.I'm pushing to have this resolved before the end of February.

In your experience, where or how could I find reliable rental rates? 

I don't know anything about the Executive Order (and probably neither does Biden), but if wokeness forces changes that make the credit score less reliable by forcing the usage of other criteria, landlords will do what landlords always do.

I have heard that Zillow or  MLS are not very reliable sources.

If they posted my the same cheque (check) on the day the rent was due and it arrived several days later I'd consider the rent late.I'd expect bank transfers etc to arrive into my account the same day the rent was due.Again, thinking purely practically if I received notification each month the rent was paid on the due date and it arrived in my account the next working day I wouldn't be inclined to make an issue out of it. 3 days or more is a problem, less is a transactional delay I can live with, especially if it's routine and reliable.
