I updated the kitchens in my units, ripped out the carpet for hardwood floors and planted new grass in the side yard and that drove up value significantly.

However a manufacturing company from Norway just announced they are building a $300 million dollar plant with additional $150 million coming from the state.

I would continue to look in the Columbus market or tertiary markets though, as demand for housing has just increased with the announcement of the intel plant and the refinery.

The Southern Nevada Water Authority has a landscaping program where they’ll reimburse the owner $3 per square foot up to 10,000 square feet to replace landscaping with water conserving plants.

It's more an industrially historic area (the old asbestos plant is here) than a farmhouse/colonial type town full of old gorgeous homes.

A good sign of no insulation is lathe walls which are a rough texture wall unlike modern drywall.If the walls are not insulated you will have to look at the options and the cost involved to see if it will be cost effective.
