Noise is a given when living in an apartment building.If it truly is that loud I'd suggest having your family contact the police but it really sounds like a long shot to get anything to change.

I slipped up trusted the wrong guy to much he had worked for me over a year, and he ended up falling off the wagon, was taking new tools back to the store for store credit and other fun stuff to pawn shop for cash.. when confronted he admitted it and I reported it to the police.

I don't know what city you live in, but if your local police department has any type of crime free multi-housing ordinance it's not uncommon for the department to offer (or mandate) training for current owners of rental properties.

The home is not in an affluent area, it has had some break ins reported in the neighborhood and there are police patrolling the neighborhood at night. 2) If I cannot sell the home and make a decent return on the transaction I think I may just hold it and try to rent it through section 8.
