When it comes to utilities if you can not have them in the tenants name paying directly you are better off just raising the rent, plus some, to cover any anticipated costs and look into properly dividing the utilities with their own meters.

They are quite aggressive in the Keys in enforcing the No short term rentals without the proper license, which is difficult to get.

According to the records every few years just before the city goes to take ownership, a bank, in my case, US Bank swoops in and pays off the balance.
