My very first tenants skipped out on me (leaving 42 bags of trash behind) and, not knowing what to do, I wasted time going through the eviction process to "legally" get the property back in my name (I did remove the food from the frig because they had the power turned off).Now I would do things differently (and have) and this is what I suggest your brother does.

IT"s a not win situation.SIMPLE and EASY no pets,, people don't take care of them , if they cant afford cat food they cant pay rent. same for dogs.DONT start don't even think to start letting pets in the door.40 years of property ownership and management..

We never seem to have any tenants tell us it was either food or rent. they know if they pay rent they can still eat.

Also the more expensive homes can be good rentals also but realize that the higher up the "food chain" you get the more challenging it is to find qualified renters to put in your property.
