Hey Ian,  I'm not as familiar with neighborhoods in the city so don't take my word but I've heard here and there that you'd want to start by analyzing properties just on the fringe of the newly developed areas to the west and northwest.

In a way a war zone landlord is an extension of the government having to take care of people that in many cases cannot function and take care of themselves.I do have some clients that will go 10 or 11 cap for occasional crime on the fringes but in a decent area and then some that want 7 to 8 cap for a better area.

Now if you can find some cheaper houses on fringe areas where it transitions into gentrified neighborhoods then it may be something to buy, but rarely do you see those at the 40k price point without a full gut and renovation needed.
