Reality though is that these are fringe policies by candidates who at this time have no real chance of winning. 

WHY would you consider dealing with these fringe operators in the first place?

Hey Ian,  I'm not as familiar with neighborhoods in the city so don't take my word but I've heard here and there that you'd want to start by analyzing properties just on the fringe of the newly developed areas to the west and northwest.

Sell my home for break even and move into the newly renovated "flip" for a few years, allowing me to sell my home in a fringe neighborhood and move to a slightly better neighborhood mortgage-free.

In a way a war zone landlord is an extension of the government having to take care of people that in many cases cannot function and take care of themselves.I do have some clients that will go 10 or 11 cap for occasional crime on the fringes but in a decent area and then some that want 7 to 8 cap for a better area.

That being said, I grew up in the suburbs so I tend to shy away from fringe neighborhoods more than someone who might be more used to city living.

It is disregarded by the IRS (ie no filing) but some State may need their own filing.WY holding LLC: owns all the sub LLCs. create the outside liability protection through the WY charging order.C corp: get all the fringe benefit available from C Corp.

The "higher reward" is achieved by purchasing in fringe neighborhoods which are eventually going to Gentrify.

Now if you can find some cheaper houses on fringe areas where it transitions into gentrified neighborhoods then it may be something to buy, but rarely do you see those at the 40k price point without a full gut and renovation needed.

Zillow is operating on the fringe of the law - with just enough "credibility" amongst the public to cause financial damage, but dodging responsibility for accuracy.
