If, and the settling is not active and isn't too serious, you may be able to shim between the foundation and the sill plates (the 2x boards that are laying flat on top of the foundation.Or, is this not a foundation problem but warping of the floor joists?

What is lurking beneath, in the walls, and in the ceiling can make you lose money for decades holding a marginal asset in a marginal location with not much chance of appreciation into the future.As mentioned if someone has pictures of the property replacing EVERYTHING to document to you that there has been a full renovation with proper permitting then that is different.

I would think ~4-5 bottle jacks, some pre-poured 3000 PSI concrete piers/bases, shims, blocks, and a level to get this thing supported correctly.Am I grossly underestimating the complexity of this?
