Foundation leveling

Hi Guys - Would appreciate if someone can shed some light on the following issue

My structural engineer recommend 1 1/2 inch raise on each side of the house. However he mentioned that the house cannot be fully leveled as it can cause damage to the plumbing and framing of the house. My question is if the house is not fully leveled would it impact the ARV of the house. will there be a concern for the buyer.

According to the engineer if i do the recommended repair he would mention in his report that the house is leveled with in a certain tolerance
