If there are any drawings that the architect needs to submit for approval so yes but it looks that the only hurdle will be resolved and signed by a PE (Engineer).

If for example the SP500 PE average is 30 this year, and drops to 24 next year it would have a dramatic effect on the price of the stock.Conversely if you own real estate you are more inclined to be concerned with the actual cash flow as opposed to the valuation overall because your timeline is much longer (generally).
