I could complete the main road in phases, build 2-3 at a time (could do more really as we have 15 right now actively being built but realistically not sure how fast it’ll sell.

It could provide the belief that an unpermitted unit built next month will get protected.  

Any time you "are trying to be nice" or "give them a break", not only do you undermine the legal foundations of your lease, you embolden the unethical tenants to move the boundary further in their favor.

Conversely, the number of small-multi family properties being built is a tiny tiny fraction of the number built from the 1950s-1980s in cities like Phoenix and Mesa.
