Not to mention, the past FIVE elections we've elected Presidents who admitted using/abusing drugs, even despite their attempts to not make a big deal out of it (Clinton smoked pot but "didn't inhale," W admitted to being an alcoholic and admitted using illegal drugs until 1974, and Obama admitting smoking pot and referred to cocaine usage in the second person).

I agree that a consumption tax sounds ideal, but in reality people would just make large purchases overseas that are "duty-free" and effectively tax free all together.I think what we REALLY need is to start a blank slate in our budget.

That's primarily because the means in which we consume information (and entertainment) is being transformed before our eyes.More people are using computers and gaming (XBox, PS3) for television consumption and it is, as Jon pointed out, impacting revenue.
