Regarding ESA (emotional support animals), I find it frustrating that the FHA and ADA differ on whether ESAs must be accepted or not by landlords.

If there is a legitimate disability, the ADA may apply. 

I imagine the ADA, Fair Housing laws or HUD would provide some guidance.

As for your other question, it is not the easiest to get previous years tax info, but at least for Ada county you can go to the assessors website and look up that specific property and see previous years.

Make sure your application process and the ads are ADA and 504 compliant.
