how many private lenders can you receive funding from without going past the SEC regulations?

There are a lot of lending regulations that have been established to protect typical homeowners.

I'm looking for laws and/or regulations that are applied in Philly.

My biggest issue is probably the local governments and their insanely inconvenient and dumb regulations. getting permits is a pain, ordering inspections is a pain.
